My Story
Tim Ulmer
Tim helps leaders and organizations perform at their best when the stakes are high and the environment is uncertain. He brings more than 35 years of leadership experience with the United States Navy and the Federal Bureau of Investigation to his work in leadership performance facilitation, executive coaching, crisis and change management, and building cultures of excellence.
Most recently, as Chief of Leadership Development in the FBI, Tim designed and delivered comprehensive leadership experiences for the FBI's 1,500+ leaders. He spearheaded an innovative, holistic initiative integrating human performance, resilience training, and wearable technology to enhance self-awareness and enterprise-wide optimization, and he was frequently consulted by FBI executive leadership on cutting-edge resilience and leadership best practices.
Before that, he spent 15 years on the FBI Hostage Rescue Team in a variety of roles, including Deputy Commander of Support Operations. There he led the day-to-day operations of a 100+ person branch encompassing tactical aviation, crisis negotiation, global logistics, and communications—managing $30M+ annual budgets, $150M+ in assets, and 50+ deployments to National Special Security Events and critical incidents throughout the world. He was the driving force behind revolutionizing situational awareness capabilities for the FBI enterprise and first responders nationwide, and he developed bespoke leadership programs for senior leaders in the Critical Incident Response Group.
Earlier HRT assignments included serving as a plank owner of the HRT Direct Support Unit, where he led special projects that shaped the strategic evolution of the Hostage Rescue Team—implementing groundbreaking tactical mobility, national tactical medical, and bomb technician programs, and revolutionizing the tactical maritime program.
Tim began his law enforcement career as a Special Agent in Detroit, investigating domestic and international terrorism and serving as a sniper on the Detroit SWAT team. Before joining the FBI, he served eight years as a U.S. Navy Naval Flight Officer, including as Aviation Safety Officer, Advanced Tactics Instructor, and Mission Commander for high-complexity anti-submarine operations. He completed his Navy career as an advanced flight instructor.
Since transitioning to the private sector in 2023, Tim has developed impactful training and coaching for senior executives at leading institutions such as Baylor College of Medicine, Hospital for Special Surgery (#1 in orthopedics worldwide), the FBI, Department of War Special Operations units, and the Tennessee Bureau of Investigation.
A results-driven leader with a global perspective and deep business acumen, Tim excels at assessing needs, designing tailored solutions, and partnering enterprise-wide to build anti-fragile organizational excellence and peak performance.
Tim is a graduate of the United States Naval Academy with a degree in Political Science and holds an Executive Leadership Coaching Certificate from Georgetown University. He lives in Fredericksburg, VA, with his family.
